MINI Cooper was originally designed and built in England. While most MINIs are still built in Oxford, England, some are built at the Netherlands or Austria plants.
Since BMW acquired MINI, all R&D does take place in Munich, Germany. That being said, MINI still holds to its roots being an English car. This is further shown by several factory accessories that can be optioned onto the car to display the Union Jack.
